Upper Tioga River Regional Authority (UTRRA)
Many of you have seen the water pipes along the roads between Blossburg Borough and Richmond Township. What are these for many of you are wondering?
Back in 2016, Upper Tioga River Regional Authority (UTRRA) was formed in the expectation of providing constant, unending, reliable potable water to residents in Covington, Putnam and Richmond Townships.
The water supply will come from the Blossburg Water Company which currently has multiple water wells, a surface water source, and two (2) one-million gallon water tanks. They also have backup generators at each water source.
Who do I contact to get connected? There are a number of qualified licensed contractors who can connect you to the water system.
Installation of the pipelines will begin in the very near future and the construction of the 400,000 gallon water tank on East Hill Road will begin in the spring of 2026. The plan is to have the construction completed by early 2027 at which time connections to the system can begin.
You may ask why is this necessary? There are many reasons for this construction. Many of the existing wells have contaminates. Additionally, the system will be supported by a generator in the event of a power outage. Another very positive advantage will be the installation of fire hydrants. No more relying on tanker trucks or the River in the event of a fire emergency.
