Mayor John Backman called the meeting of Blossburg Borough Council to order at 6:30 P.M. in the Council Room of the Borough Building, 245 Main Street, Blossburg, PA 16912. |

Mayor John Backman; Councilmembers Jerome Ogden, Tonya McNamara, Raymond Kaminski, James Holleman, Cheryl Bubacz, Thomas Bogaczyk, (Timothy Roupp - absent due to having to work); Borough Solicitor Patrick Barrett; Chief Ronald Steffen; Borough Manager George D. Lloyd; Sherry Baity Wellsboro Gazette; Borough Secretary Mary Signor.

Oath: Mayor John Backman administered the Oath to newly elected Councilmembers:
Tonya McNamara, Raymond Kaminski, James Holleman (4 years)
Thomas Bogazcyk (2 years)
Timothy Roupp (2 years) (Sworn in after meeting.)
All terms were result of the elections.
According to the requirements of Borough Codes, the Mayor conducted the election of Council President:
Nomination Council President: Jerome Odgen; motion of James Holleman; second, Thomas Bogazcyk. All in favor.
Nomination Council Vice-President: Tonya McNamara; motion of Raymond Kaminski; second, James Holleman. All in favor.
Appointment of Borough Secretary-Treasurer: Mary Signor; motion of Thomas Bogaczyk; second, Raymond Kaminski. All in favor.
Appointment of Tax Collector for the collection of Occupation Privilege Tax (OPT): Dorothy Rakoski, motion of Cheryl Bubacz; second, Thomas Bogaczyk. All in favor.
Council Meetings: Scheduled second Monday of month at 6:30 P.M. in the Council Room of the Borough Building, 245 Main Street, Blossburg, PA 16912. Motion of Tonya McNamara; second, Cheryl Bubacz.
All Committees to remain the same.

GUESTS: Richard Williams, newly appointed Emergency Services Co-Ordinator for the Blossburg Borough, is to contact Mr. Charles Pierce (past Co-Ordinator) in regards to getting any emergency equipment from him. All correspondences have been sent to the appropriate contacts, so there shouldn't be any problems in picking up the Emergency Service portable radio.

Mayor : Nothing to report at this time.
Police : Everyone had received a copy of the report.
The Police report was accepted on motion of Tonya McNamara; second, Cheryl Bubacz. All in favor.
Chief Steffen reported police department attended PennDOT class on traffic accident reporting. All police passed class.
Borough Manager : Report accepted. Motion of Thomas Bogaczyk; second, Raymond Kaminski. All in favor.
Borough Manager George Lloyd received a letter from Chester Engineers for the Enhanced 911 Re-addressing Project for the Blossburg Borough, which needs to be completed by January 31, 2004. All councilmembers received copies of the letter. A discussion followed. A meeting was scheduled for January 6, 2004, at 9:00 A.M. in the Blossburg Borough Council Room to be attended by the Street Committee and the Borough Manager. Motion made to give Street Committee authorization to make appropriate changes to road naming and addressing issues for submitting to county. Motion of Raymond Kaminski; second, Thomas Bogazcyk. All in favor.
G. Lloyd would like the issuing of building permits down to two (2) days a week. Permit applications can be picked up at the Boro Hall during regular business hours. Completed applications will be reviewed Monday and Thursday, by appointment only, between the hours of 1:00 P.M. to 5:00 P.M. Raymond Kaminski and Michael Stoudt will be doing the inspections.
G. Lloyd suggested the police department to do the snow removal, grass cutting and unregistered car warning notices. Door hangers and warnings are being looked into, along with regulations.
Borough Manager's: Activity Log.
Planning Commission : No meeting.
Recreation : No meeting.
Tom McNamara and Tom Dickinson terms are ending. Borough Manager George Lloyd is to contact both members and ask if they are still interested about staying on boards.
Fire Department : No report received.
Television : Some complaints on new billing system. Channel 2 & 6 are a problem. The emergency scrolling is being worked on.
Library : :Nothing to report.
Street Committee : Weather has been tough on some dirt roads that were tarred and chipped.
K.C.C. : No report.
Raymond Kaminski has one more table in KCC building to repair.
Budget Committee : Budget is done. Remove from agenda. Motion of Thomas Bogaczyk; second,
Raymond Kaminski. All in favor.
NPHS Student rep : No student yet. Tonya McNamara to check with school.
Zoning Hearing Board : Two (2) letters of interest for the replacement of John Deming. Loretta J. Frost and Jeffrey Kriner. A Committee was set up for interviews. Committee members are Jerome Ogden, Raymond Kaminski and Cheryl Bubacz. Interviews will be held on January 7, 2004 at 6:00 P.M. in the Blossburg Borough Council Room.
Debra Everett - Planning Commission and Diane Greer Zoning Hearing Board terms are ending. Borough Manager George Lloyd is to contact both members and ask if they are still interested about staying on boards.
Ordinance Update Committee: Remove from agenda. Motion of Cheryl Bubacz; second,
Raymond Kaminski. All in favor.
Committee Business Development: Looking into opening old theater. Regional Arts Council (Bradford County) may have access to films. Cheryl Bubacz would like to see a Farmers Market set up here in Blossburg.

- Evaluation: Nothing to report.
- Pedestrian Bridge: On hold until spring. Schedule ceremony after blacktopping completed.
- Minor Sub-Division/Cul-D-Sac: Jones/Lindner - Borough Manager George Lloyd to help.
- House Condemnations: R. Wilson - Trailer on East Creek, and Robinson - House on Schuylkill Street. Meeting scheduled on December 29, 2003 was cancelled because solicitor was ill. Meeting will be re-scheduled.
- Cul-D-Sac Davis Lane: Deed done.
- Commissioner's Letter RE: Borough Occupation-Per Capita Tax: Hold. Mr. Barrett researching.
- Building Codes: Mr. Kaminski reported on meeting of November 18, 2003. Date for Boroughs to comply now set at April 2004. George Lloyd and Raymond Kaminski to get together to discuss.
- Zuke Bowne Request: Remove from agenda. Motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.
- Williamson Land Co. Access Street: Remove from agenda. Motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

The Daniel Pitts House: Two Hundredth Anniversary of the founding of Tioga County. Letter from Thomas J. Wierbowski, Mayor of Mansfield, asking all the municipalities in Tioga County to pass a Resolution declaring them Bicentennial Communities and add the same to all correspondence during 2004. Motion to do Resolution Thomas Bogaczyk; second, Raymond Kaminski. All in favor.
TCAB Dinner Meeting: To be held at Corey Creek Golf Course, Mansfield, PA. No correspondence to date.
Pension: Another meeting with Mr. Landis - First Citizens National Bank to be scheduled. Joe Scott - PSAB also to be contacted.
