Borough Council Minutes
February 9, 2004

Pledge of Allegiance recited.

The regular Blossburg Borough Council meeting was called to order at 6:30 P.M. in the Council Room of the Borough Building, 245 Main Street, Blossburg, PA, by Vice President Tonya McNamara. Council President Jerome Ogden was out of state.
Attendance: Mayor John Backman; Councilmembers Raymond Kaminski, James Holleman, Cheryl Bubacz, Timothy Roupp, (Thomas Bogaczyk - absent out of state); Borough Solicitor Patrick Barrett; Chief Ronald Steffen; Borough Manager George D. Lloyd; Sherry Baity Wellsboro Gazette; Borough Secretary Mary Signor.

Agenda
Minutes: The minutes of the January 5, 2004, meeting were approved on motion of Raymond Kaminski; second, James Holleman. All in favor.

Treasurer's Report: Report accepted subject to audit on motion of Cheryl Bubacz; second, Raymond Kaminski. All in favor.

Bills: Bills to be paid on motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

GUESTS: None Present.

Reports : Mayor :   Nothing to report at this time.

EXECUTIVE SESSION REQUESTED BY BOROUGH SOLICITOR. 6:40 P.M. RECONVENED 7:00 P.M. POSSIBLE LITIGATION DISCUSSED.

Police :  Everyone had received a copy of the report.

The Police report was accepted on motion of Raymond Kaminski; second, James Holleman. All in favor.

Chief Steffen and Corporal McCurdy attend a training and identification seminar Meth Lab at Mansfield Fire Hall last week. Chief Steffen reported the Police Update School is scheduled for February 18 - 19, 2004.

Borough Manager :  Report accepted. Borough Manager Report accepted. Motion of Cheryl Bubacz; second, James Holleman. All in favor.

Borough Manager's:   Activity Log.

Planning Commission :  No quorum for meeting of January 27,2004.

The rezoning of property located at 103 - 109 Gulick Street for the purpose of Ward Manufacturing expanding. This was studied through the 1995 Comprehensive Study done by Dr. Marvin Brotter. George Lloyd to check with solicitor to see if it can be adopted by Council. There are no ordinances passed to rezone area.

Ronald Steffen applied for a side yard variance for an addition to his home located at 140 Main Street.

Deb Everett agreed to remain on Planning Commission. Reappointment of Planning Commission Member: Deb Everett; motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

Zoning Hearing Board: Diane Greer agreed to remain on the Zoning Hearing Board. Reappointment of Zoning Hearing Board Member: Diane Greer; motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

Motion to accept resignation of John Deming: motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

Appointment to Zoning Hearing Board: Jeffrey Kriner; motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

Recreation :  Meeting held on January 26, 2004. Maintenance to Island Park is a concern. Borough Manager George Lloyd is to have borough employee Edward Stanley start doing daily visual routine checks and correct. Also, George Lloyd to contact Rob Davis at Tioga County Probation Department to get extra help when the weather breaks.

Tom McNamara and Tom Dickinson both agreed to remain on Recreation Board. Reappointment of Recreation Board Member: Tom McNamara; motion of Raymond Kaminski; second, Cheryl Bubacz. All in favor.

Fire Department :  No report received. A current report needed.

The relocation of the fire siren to the new Fire and Ambulance building was discussed. It was suggested that when the siren is moved it is only to be used for extreme emergencies.

Police: Police Committee meeting scheduled for February 16, 2004 at 6:00 P.M.

Television :    Still having complaints on new billing system. The lower channels are messed up.

Library :    The Blossburg Memorial Library will be applying for a 2004 Keystone Recreation, Park and Conservation Grant. The application will be prepared by the Library and signed by the Blossburg Borough.

Street Committee :     Nothing to report.

K.C.C. :    No report.

NPHS Student:     No student yet.

Committee Business Development: Improvement Association, Thomas Bogaczyk and Tonya McNamara to meet on February 17, 2004, at 5:00 P.M. Discussion will be on Main Street improvements.


Old Business:
  1. Evaluation: Nothing to report.


  2. Pedestrian Bridge: On hold until spring. Schedule ceremony after blacktopping completed.


  3. Minor Sub-Division/Cul-D-Sac: Jones/Lindner - Borough Manager George Lloyd to help.


  4. House Condemnations: Remove from agenda. Motion of Cheryl Bubacz; second, James Holleman. All in favor.


  5. Cul-D-Sac Davis Lane: Deed done.


  6. Commissioner's Letter RE: Borough Occupation-Per Capita Tax: Remove from agenda. Motion of Cheryl Bubacz; second, Raymond Kaminski. All in favor.


  7. Building Codes: Uniform Construction Code Administration and Enforcement Regulations approved January 10, 2004. Enforcement of the PA UCC will begin 04/09/04 - 07/08/04, opt in or out period. Grandfathering of permit/inspectors can be done as long as Borough has adopted BOCA Codes and have been enforcing them. Grandfathering paperwork has been sent in for Mike Stoudt, Raymond Kaminski and George Lloyd.


  8. Old Railroad Property: On hold until Jerome Ogden is back in area.


  9. Pension: On hold until Jerome Ogden and Thomas Bogaczyk are back in area.



New Business:
  1. Loan on 2004 Ford 550: A resolution is needed to borrow money for new 2004 Ford 550 truck. New truck should be available in March 2004 before the next Council Meeting. Total cost is $46,700.00. $14,170.78 will be taken out of the Liquid Fuels Fund. The balance of $32,530.00 is to be borrowed. Rate from FCNB is 4.5% for 3 years @ $970.00/month.

    Resolution to Borrow Money from FCNB to Purchase a New 2004 Ford 550 Truck: Resolution adopted on motion of Cheryl Bubacz; second, Raymond Kaminski. All in favor.



  2. 2004 Bicentennial Year: The Tioga County Historical Society is coordinating activities in the county for the 2004 year celebrations. TCHS is looking for an individual from our area to be a contact person so they may be in touch concerning events throughout the Bicentennial year. Raymond (Keith) Lindie was recommended. Mr. Lindie will be contacted to see if he is interested.



  3. 911 Readdressing: The Street Committee and Borough Manager George Lloyd met on January 6, 2004 at 9:00 A.M. in the Blossburg Borough Council Room. They suggested that Reese Lane start at the Main Street intersection by the new Fire and Ambulance building driveway. At the present time, Reese Lane street sign is down past the intersection and hard to find. Motion "to extend Reese Lane to start at the Main Street intersection by new Fire and Ambulance building driveway" by Cheryl Bubacz; second, Raymond Kaminski. All in favor. Attorney Patrick Barrett is to advertise.



  4. Blossburg Volunteer Fire Department 2004 Agreement: In 2003 when the first Blossburg Volunteer Fire Department Agreement was signed, the 3% charge for Tax Collector fees was neglected from the total advance taxes due. The Library has always had the 3% deduction for Tax Collector fees deducted from their portion of paid taxes. The 2004 agreement of $27,169.76 is due on or before March 30, 2004. The 2004 agreement will include the 3% deduction for Tax Collector fees. Total due after the 3% deduction is $26,354.67. Motion "to deduct 3% Tax Collector fees from Blossburg Volunteer Fire Department 2004 Agreement" by Cheryl Bubacz; second, Raymond Kaminski. All in favor



  5. TCAB Dinner Meeting: Blossburg Borough to be TCAB host on Thursday, March 25, 2004. Social Hour 6:00 P.M. - Dinner Meeting 7:00 P.M. Council hopes to hold meeting in the new Fire and Ambulance Building. The program to be a tour of the new building. Also, George Lloyd to contact Raymond (Keith) Lindie to ask if he would be interested in doing a program using his pictures of the construction of the new Fire and Ambulance building.



  6. Decorating of the Community Christmas Tree: Sharon Thomas and her husband are unable to continue decorating the community Christmas tree. North Penn High School to be contacted to see if any group or organization would be interested in taking over the decorating.



  7. Sale of the Old Ambulance Building: Motion "to advertise the sale of the old ambulance building located on the corner of Hanibal and Morris Street w/lots 3 & 4" by Raymond Kaminski; second, James Holleman. All in favor.
